The Theory of Change of the Panel

The Linear Infrastructure Planning Panel is keen to use its work to support decision-makers in the reform of planning policy and practice. This theory of change is intended to help stakeholders understand how the panel will approach this work. It works backwards from the overall goals for the panel’s work to identify a ‘pathway to impact.’
